Associate Vice President for Facilities Management

The College of New Jersey

The College of New Jersey () invites applications and nominations for the position of Vice President for Facilities Management (AVPFM). Reporting to the Vice President for Operations, the AVPFM provides strategic and operational leadership for all activities involved in planning, developing, operating, and stewarding the College’s academic, administrative, residential, and athletic buildings and grounds.

Associate Vice President, Facilities Management

The Facilities Management (FM) division is responsible for all aspects of Real Estate, Planning, Design, Construction, Operations, and Maintenance of the built environment at TCNJ as well as development and leadership of the TCNJ Strategic Sustainability Plan.

The AVPFM plays a leadership role in supporting teaching, research, and student-life activities through the implementation of a comprehensive, strategic, and financially sustainable approach to developing, enhancing, and sustaining the physical plant in collaboration with academic and administrative leaders across the College. The AVPFM is responsible for developing and staffing an integrated, efficient, mission-focused facilities organization that demonstrates a commitment to client service in all it does.  Serving as an institutional leader in developing TCNJ’s physical environment, the AVPFM will collaborate with senior academic and administrative leadership and will engage with students, faculty, and staff to support TCNJ’s mission and will cultivate and sustain cooperative working relationships with community and state stakeholders as well as with relevant national groups.

Overall, the Facilities Management organization comprises approximately 240 FTEs. Some 220 of them are represented by either IFPTE or CWA, with their contracts negotiated by the State of New Jersey.  Facilities Management’s FY 2021 operating budget is $40M.

Facilities Management is currently organized in the following major units:

Facilities Operations

Facilities Operations provides the strategic and tactical leadership to ensure safe, reliable and efficient operation of the TCNJ buildings and grounds including the utilities distribution network, grounds maintenance and improvements, snow removal, building and building system operation and maintenance, and building services to include cleanliness, safety and accessibility.
 

Sustainability and Energy Management 

Sustainability and Energy Management provides the strategic and tactical leadership to ensure safe, reliable and efficient operation of the TCNJ Central Utility Plant (a 5.2MW cogeneration facility) and development and leadership of the TCNJ Strategic Sustainability Plan in collaboration with the President’s Climate Commitment Committee, the Office of the President, the Faculty Senate, the Staff Senate and Student Government.

Planning and Project Delivery

Planning and Project Delivery provides strategic and tactical leadership to ensure a safe, reliable and efficient built environment that meets the needs of TCNJ students, faculty and staff programs by oversight of all aspects of Space Planning, Conceptual Design Development, Design and Construction in accordance with the needs and shared governance approval of TCNJ.


Facilities Business Services

Business Services provides the strategic and tactical leadership to ensure a safe, reliable and efficient built environment that meets the needs of TCNJ students, faculty and staff programs by providing oversight, policy and direction on all aspects of financial, human resources, administration and Mail and Receiving operations for TCNJ Facilities Department. Develops, coordinates and leads all Facilities operating and capital budget strategies, reports on actual to plan variances, recommends and executes approved budget recovery strategies and efficiently achieves financial closure following project completion and fiscal year end.

A number of significant opportunities have been identified for the Facilities Management organization and its new AVP. These include:

  • Leading the Facilities Management organization to set new standards as a service-oriented, professional, and efficient facilities function capable of addressing the diverse needs of a residential campus and its constituents as well as its neighbors;
  • Represent Facilities Management to the deans, senior administration, trustees, the College, and the surrounding communities;
  • Developing a more strategic approach to master planning in the context of broader institutional planning for the College’s academic enterprise, bringing a new level of thinking about the College’s spaces and physical assets in the changing landscape of higher education;
  • Elevating the engagement of all Facilities Management staff to achieve a consistent, accountable level of performance and service delivery and to maximize the professional and personal development of staff regardless of level and management/unionized employment classifications;
  • Aligning the priorities and resources of Facilities Management with the College’s commitment to a distinctive, compelling curricular and co-curricular experience for students;
  • Enhancing the culture and business practices of Facilities Management, including its use of technology, to foster transparency, client engagement and accountability, service excellence, and performance metrics used to define priorities, refine values and outcomes, and inform stakeholders;
  • Implementing a comprehensive, strategic, and prudent approach to deferred maintenance and preventive maintenance as well as to ADA compliance and broader initiatives in access and wayfinding;
  • Further strengthening the management of capital projects to ensure the optimal balance between design, program, delivery, and cost;
  • Advancing the maturity of the College’s approach to and investment in programs to pursue carbon neutrality and to advance sustainability more broadly;
  • Providing strategic leadership by aligning Facilities Management’s performance and its mission statement with the College’s culture, expectations, and long-range plans;
  • Facilitating the periodic measurement and evaluation of Facilities Management’s performance by its various internal and external customers in order to obtain feedback that supports continuous quality improvement;
  • Ensuring the ongoing professional development of senior staff and, through them, of all Facilities Management employees.

As the executive leader of this large, multi-faceted service organization, the AVPFM will identify additional needs and opportunities, prioritize them in collaboration with campus stakeholders, and establish performance goals, allocate resources, and develop policies to affect the efficient operation of the department while controlling operating expenses at a level that is consistent with sound practices and long-term financial prudence.

Qualifications and Competencies

TCNJ is seeking an Associate Vice President who will provide strategic leadership for the Facilities Management division while also thinking and acting as a steward of the College’s physical assets and as an institutional citizen advancing the College’s mission. S/he will bring a track record of success planning, developing, and operating a complex campus-like environment and leading a large, unionized, facilities-management organization. Additionally, candidates will possess:

  • Experience establishing a vision for facilities-management services that advances mission, maximizes efficiency and return on investment, and demonstrates effective stewardship of assets;
  • Leadership acumen and skills and a track record of progressively senior and broad management responsibility;
  • The depth of technical/functional expertise that is conducive to establishing trust and confidence throughout an organization balanced with a strategic and institutionally focused temperament;
  • Demonstrated success advising executives and trustees on strategic investments in physical-plant assets and in the support staff and resources necessary to optimize them in a complex environment;
  • Significant experience supervising facilities planning, design, and/or construction management;
  • Familiarity with and experience overseeing energy conservation and environmentally friendly construction and renovation initiatives;
  • Energy, tact, diplomacy, and excellent communication skills;
  • Experience leading an organization that includes unionized employees;
  • The ability to shape consensus across large, diverse stakeholder groups in a deliberative, mission-oriented, shared-governance environment;
  • The cultural competencies needed to lead, communicate with, and support a diverse array of constituents including faculty, students, staff, alumni, neighbors, trustees, and government officials;
  • A minimum of 10 years of experience in management and administration in a large academic, government, healthcare or corporate organization;
  • Knowledge of State of New Jersey and TCNJ procurement codes or relevant experience with public-sector procurement rules and processes;
  • An undergraduate degree in architecture, engineering, business, public administration, planning, or a related field.

Several additional qualifications and attributes are highly preferred:

  • A Master’s degree and/or professional certification such as Professional Engineer, Licensed Architect, or LEED/LEED-AP certification;
  • Experience in facilities services in higher education;
  • A track record of success completing large capital projects;
  • Substantial experience in change management, preferably within a unionized institutional setting.

In the last 15 years, TCNJ has invested more than $550 million in its physical plant. Enhancements include six academic buildings, housing for an additional 400 students, and the acquisition of more than 175 acres of property to add to the central campus. Recent projects have brought an additional $200 million in renovations and new construction. This includes an 89,000-square-foot STEM complex and a 26,000-square-foot addition to the chemistry building—which have been built in part with a $57 million grant from the state of New Jersey—and a $38 million renovation of the Brower Student Center, primarily funded by Sodexo Campus Services. A public-private partnership created Campus Town, which will generate $50 million in income for the College over the life of its contract. Campus Town comprises 368,000 square feet of housing and amenities such as retail stores, professional services, and restaurants for both the college and local communities, as well as additional housing for more than 600 students. At the end of the lease term, the Campus Town development will become the property of the College.
